Admiral Tobias Hessen
Admiral Hessen is the third highest ranking member of the Admiralty, and a strange figure in his own right. Hessen saw extensive deployment during The Fight for Freedom, in which he rapidly ascended from Liutenant Commander to the rank of Rear Admiral. Under his watch, thousands of rebel prisonsers disappeared, and millions of credits worth of captured equipment alongside them. While some accuse him of executing the captives and reselling contraband for his own profit, others believe he released them in exchange for important information, humanely assisting the Keeper war effort.
After the war, Hessen volunteered to watch over the seventh armada, soon to be reorganized into Task Group Darkwatch. There he showed incredible proficiency in locating the leadership of terrorist cells, capturing illegal shipments, and hunting down the most violent of fugitives. Many claim the Admiral has numerous pirate and criminal contacts that he uses and pays off in order to locate especially dangerous foes. No action has been taken on these accusations, and Hessen continues his work unhindered. His input is considered extremely valuable, and the rest of the Admiralty see him as a unique and intuitive source of information as well as the first available responder to terrorist activity in and around The Valley.
Admiral Hessen is well known for his refusal to leave his ship since the Fight for Freedom. While occasionally venturing to the surface for an especially pressing conference or personal reasons, he has not attended a single Keeper Military Assembly since the war and has stayed onboard his armada almost perpetually. Combined with the rumors about his past and connections, this leads many lower-ranking Keeper officers and numerous politicians to distrust and even fear the Admiral, considering him a potential threat to the Administration. The President and Admiralty seem to know better, however, and continue to give the Admiral almost every assignment and resource he requests, trusting him to do his job.
